The Need
For over 25 years, IJM has pioneered the work to protect vulnerable people from violence. 9 out of 9 times in the last decade, IJM’s Justice System Strengthening Projects have reduced slavery and violence between 50 and 85% for very large populations of people in poverty. As we grow to expand our impact to protect 500 million people from violence, we are seeking a Social Worker who will be responsible for capacitating partner service providers through collaborative casework to ensure the handling of OSEC cases is compliant with standards.
This position will actively engage with the regional offices of the Department of Social Welfare and Development, Local Government Units, and other private service providers to utilize existing policies and standards, drive innovations and reforms that raise the standards of care for OSEC victims and survivors. The Social Worker is expected to provide limited logistical and technical support during rescue operations and recovery stages where there are gaps in the public justice system. This position is also required to support national efforts in the promotion of standards and protocols, and in achieving Regional/Local System Reform Goals.
This position is based in Manila, Philippines and reports to the Head of Aftercare and Manila Aftercare Development.
Responsibilities:
- Provide technical assistance during case conferences and meetings with Multi-Disciplinary Teams in designing appropriate interventions.
- Provide limited support in the case management such as court hearings, family case conferences, counseling sessions & check in with the clients and family assessment.
- Link the partners to available government and NGO’s assistance and services for OSEC Victims.
- Advocate for a trauma informed case work process.
- Advocate to partners the access of available services for OSEC Victims (RRPTP, scholarship, WPP, DOJ Board of Claims, CHR assistance, medical and psychological services)
- Mentor and coach newly opened OSEC shelter’s facility to mainstream minimum standard of care.
- Mentor and coach the partners in conducting psychoeducation for families, family conferences and family day, interview, conduct of interview, assistance to clients during hearing.
- Collaborate with partners as to gathering pool of speakers for capacity building (ex: psychoeducation for families)
- Collaborate with partners in addressing the needs of OSEC victim/survivor and their families
- Provide technical assistance to aftercare providers in utilizing the tools such as Enhanced Intake Forms, ASO, Family Risk Assessment and Needs Assessment.
- Support the National Team in mainstreaming the available protocols and guidelines in providing care for the survivors to OSEC case workers.
- Draft proposals for the conduct of activities where parents and clients serve as participants (Psychoeducation sessions, etc.)
- Participate in Technical Working Groups and efforts for the formulation of guidelines such as IACACP Protocol on foreign cases, foster care, TICI, etc.
- Influence and encourage the government and other aftercare service providers to participate in activities leading to system reform.
- Participate in training sessions led by the National team.
- Serve as resource person in training activities.
- Support the National AC team in conducting trainings to partners such as TICI, foster Care, TIC, Family Assessment
- Provide technical assistance to the leading government agencies during rescue operations through logistical support when necessary and by linking them to potential aftercare networks.
- Provide remote support to partners, either NGO or government initiating rescue operation.
- Collaborate with ILED and LID and National team, when necessary, in providing technical support and assistance during rescue operation, media engagement and survivor’s exposure and advocacy speaking engagement.
- Participate in case conferences to enable partner service providers to address the needs of the victims/survivors and their families more efficiently and effectively
- Prepare documentation on cases managed in accordance with standards showing timely assessment, interventions and services for healing, restoration, reintegration, alternative care placements, independent living
- Ensure timely data entries and updates in the CTMS and other monitoring tools.
- Support and provide inputs to Aftercare regular monthly and quarterly reports.
- Collaborate with partners to gather and secure comprehensive and accurate data of OSEC Victims, their families and the level of support and services that has been provided.
Qualifications:
- Bachelor's degree in social work;
- Registered Social Worker (PRC licensed);
- With basic skills in Microsoft Word, Excel, and PowerPoint applications;
- Minimum 3 years direct social work practice; and
- Possession of at least 8 hours of relevant training or certification in case management, partnership building, strategic planning, etc.
