Who We Are

International Justice Mission (IJM) is the global leader in protecting vulnerable people from violence around the world.

International Justice Mission (IJM) has implemented a collaborative approach to combating violence against those vulnerable for the last 23 years in 20 field offices around the world, including Africa, Asia, Europe, North and South America, collecting international best practices in tackling human trafficking. The capacity building model of criminal justice system transformation implemented by IJM includes individual support for survivors, support for government initiatives and jointly proposing policy changes to strengthen criminal justice systems (CJS) to respond effectively to human trafficking.


The Need

For 25 years, IJM has pioneered the work to protect vulnerable people from violence. 9 out of 9 times in the last decade, IJM’s Justice System Strengthening Projects have reduced slavery and violence between 50 and 85% for very large populations of people in poverty. As we grow to expand our impact to protect 500 million people from violence by 2030, we are seeking a Security Manager.


Position Overview:

The role of Security Manager within IJM Romania is an exciting and evolving position providing technical leadership in security management for our Romanian operations. They will ensure that the highest standards and practices of safety and security are maintained at all times. This is through assessing potential risks and threats and developing and implementing appropriate risk management strategies related to the safety and security of IJM personnel, survivors and partners, and of IJM assets. The successful candidate will have experience designing and implementing operational and onsite security plans as well as conducting risk assessments, risk treatment plans, contingency plans, monitoring and evaluation, training and development, incident management, and policy implementation.

The Security Manager will develop new best practices for the field level operations team and will guide the team to secure the best outcomes for survivors. The Security Manager will work in close collaboration with the investigations and aftercare teams in order to have full visibility on casework provide the best security advice based up full visibility of casework and be guided by and the most up to date information.

The Security Manager will report to the Casework Manager who is also responsible for the aftercare and investigations team to ensure a cohesive and considered approach to case planning. SM will ensure safe ensure safe practices on cases that involve cross border travel by IJM staff and survivors.

This position is based in Bucharest and reports to Casework Manager.

This position is based in Bucharest, Romania and is available to be hybrid (onsite Tuesdays, Thursdays and Fridays) and remote Monday and Wednesday.


Key Result Areas (KRA):

The success of this role is measured by the following KRAs:

  1. IJM staff are consistently kept aware of contemporary security threats and risks as necessary.
  2. IJM Operational Staff follow and adhere to operational security protocols and work adaptively.
  3. Submit monthly security report to Romania Director of Operations and Regional Security Officer.
  4. Building collaborative relationships with other organizations security leads and focal points.
  5. Conduct safety and security training for IJM Romania field office.
  6. Conducts security briefings with IJM staff visitors to Romania.
  7. Leads regular meetings with casework staff to discuss/assign risk levels to IJM cases and formulate plans to ensure operational security
  8. Track all staff operational movements within the country to ensure that all staff are accounted for.
  9. Maintain a series of contingency plans, reviewing regularly with key staff to ensure they are current and actionable.


Roles and Responsibilities:

Trainings and Development

  • Assist in the successful implementation of the Romania and European Anti-Trafficking Programs.
  • Ensure accurate and timely data collection of training outcomes.
  • Support the development of training materials and tools and deliver to IJM Romania staff.
  • Develop security plans for staff movements and events.
  • Review, revise and implement comprehensive security strategies and operational protocols for IJM Romania office, including evacuation and contingency plans.
  • Conduct regular and ongoing reviews and inspections of current security procedures, policies and systems.
  • Develop and monitor communication security measures and procedures including but not limited to, communication contingency plans, IT security, mobile devices, tracking devices, radios and sat phone.

Threat Analysis & Response

  • Evaluate current political, social and climatic conditions for possible threats to the safety and security of IJM staff.
  • Provide guidance to IJM staff including recommendations for their safety, security and protection at all times.
  • Develop Security and Threat Risk Assessments for all new operations for the Director of Operations and the Casework Manager to review. Continuously reassess existing operation and casework Security and Threat Risk Assessments.
  • Conduct risk assessments for all new venues that IJM may use, including hotels, business centers, survivor shelters, court houses, etc. Develop a variety of contingency plans ready for different scenarios, with regular reviews in collaboration with key staff.

Operational Support & Crisis Management

  • Ensure the security of IJM staff and clients by continued implementation of all security protocols.
  • Establish and monitor office access control mechanisms for IJM premises, including vehicles used by IJM team.
  • Ensure compliance with fire regulations and train office staff in fire/building evacuation plans regularly.
  • Provide on-the-ground leadership in response to critical incidents in the region and provide input to office and regional leadership on crisis management.
  • Report any and all incidents in a timely manner and ensure appropriate dissemination of information during emergencies.
  • Manage security requirements for special events, including trips for casework, visits by donors, VIPs, etc;
  • Responsible for care and oversight of IJM security equipment (including, radios, satellite phone, etc.-collaborate with ILED for crossover of ILED equipment)

Capacity Building

  • Train field office staff in security strategies and operational and travel protocols.
  • Ensure security and contingency plans are incorporated.
  • Facilitate communication to ensure field office staff are equipped with adequate knowledge, tools and resources to comply with security protocols and best practices throughout the region.

IJM-internal coordination

  • Liaise with Director Law Enforcement and Development (ILED) and Casework Manager, to provide regular reporting and updates on security issues for the office.


Education & Experience:

  1. Bachelor’s or master’s degree in law, criminal justice, social services, program management or other related field and in-depth understanding of prevention and combating human trafficking.
  2. Minimum of 3 years’ experience in leading and managing teams of professionals and international and/or cross-cultural teams in complex environments.
  3. Proven ability to supervise the work of security, lawyers, social workers, law enforcement and or other professionals strongly preferred.
  4. Ability to work with government officials, including foreign officials.
  5. Spoken and written fluency in Romanian and English required.
  6. Valid Romanian driver’s license.


Technical Competencies:

  1. Experience in operational security, managing security requirements for special events, including field casework, visits by donors and/or VIPs, etc;
  2. Excellent writing, documentation and reporting skills, including the ability to maintain digital records and generate high-quality written reports.
  3. Strategic, analytical, and critical thinking skills.
  4. Planning, organizing and multi-tasking skills.
  5. High proficiency with Microsoft Office, including Word, Excel, PowerPoint and Outlook
  6. Ability and mental capacity to work in a complex and dynamic environment.
  7. Ability to calmly work under pressure and strict deadlines.


Non-Technical Competencies:
