Request for Proposal: Consultancy for Gap Analysis of the Performance of the Justice System in Ghana

Who We Are
International Justice Mission (IJM) is a global leader in protecting vulnerable people from violence around the world. In Ghana, IJM is assiduously working with government partners in the Justice sector to combat child trafficking. Since 2015, we have worked closely with the Ghana Police Service, the Office of the Attorney General & Ministry of Justice, the Ministry of Gender, Children and Social Protection, the Economic and Organized Crime Office (EOCO), NGO partners, church leaders, traditional leaders, shelter partners and the media to combat child trafficking.
The Need
IJM Ghana is looking for highly qualified consultant(s) or academic institutions to conduct a gap analysis of the Public Justice System's performance in response to child trafficking. The research will be conducted using mixed-methods study design. The detailed description of the research methodology will be proposed by the consultant(s) and discussed further with IJM and government stakeholders for approval. The finalized methodology should be coherent and comprehensive, highlighting data collection methods/approaches, detailed research questions, data collection tools, sample population, sampling criteria and sampling frames, data analysis plans, mobile data collection and management plans, data collection team training plan, data collection schedule, ethical considerations, and quality assurance measures. Experience working with government officials in the public justice system (PJS) and international organizations will be an added advantage.
The research findings will establish baseline values for the Performance Protection domain which in turn provide a foundation for systematic tracking of the programme to check its progress towards the intended outcomes and goal of ensuring that vulnerable children in Ghana are protected from human trafficking.
