Who We Are

International Justice Mission (IJM) is the global leader in protecting vulnerable people from violence around the world.

International Justice Mission (IJM) has implemented a collaborative approach to combating violence against those vulnerable for the last 23 years in 20 field offices around the world, including Africa, Asia, Europe, North and South America, collecting international best practices in tackling human trafficking. The capacity building model of criminal justice system transformation implemented by IJM includes individual support for survivors, support for government initiatives and jointly proposing policy changes to strengthen criminal justice systems (CJS) to respond effectively to human trafficking.


The Need

For 25 years, IJM has pioneered the work to protect vulnerable people from violence. 9 out of 9 times in the last decade, IJM’s Justice System Strengthening Projects have reduced slavery and violence between 50 and 85% for very large populations of people in poverty. As we grow to expand our impact to protect 500 million people from violence by 2030, we are seeking a Project Manager.


Position Overview:

The Project Manager is charged with managing and implementing various projects, achieving objectives in support of the larger goal of combatting human trafficking across Romania and the region. This position will prepare timely submissions of reports, will monitor implementation progress, will support with data collection and will ensure that teams meet project objectives and budget requirements in accordance with IJM policies and donor requirements. The Project Manager will collaborate and work with M&E and program staff, finance staff, the IJM casework team, and partner organizations. The Project Manager will regularly collaborate and communicate with Global and Regional staff in order to ensure successful implementation of projects in line with IJM requirements.


Key Result Areas (KRA):

The success of this role is measured by the following KRAs:

  • This position will coordinate the execution of projects, managing scope, timeline, and budget and ensuring the project achieves its intended objectives. Execution of the project includes executing the project plan, adapting as needed and ensuring all stakeholders are engaged and informed.
  • This position will lead project closing, including facilitating debriefs, capturing lessons learned, and ensuring project documentation and knowledge is effectively captured.
  • This position will support the development of project proposals for different private and government donors, in collaboration with the Program Manager and Regional/Global staff.


Roles and Responsibilities:

Project Management

  1. Create, manage and revise detailed implementation plans for various projects.
  2. Manage detailed implementation of projects, including compliance with IJM policies and donor requirements.
  3. Organize and lead regular project review meetings and presentations for the team to ensure activities are on track.
  4. Provide regular input, critical analysis, and feedback to the Program Manager for the European Anti-Trafficking Program (EATP) on strategic and tactical considerations covering all aspects of project implementation.
  5. Work with field office and regional leaders to develop and review appropriate implementation strategies.
  6. Collaborate with M&E personnel to ensure timely and accurate data collection and reporting, using data to inform analysis of different projects health and status.
  7. Draft technical internal reports or donor reports. Collaborate with the Program Manager to finalize reports for timely submission.
  8. Review monthly pipeline reports with Program Manager and finance staff to ensure the team uses them for decision-making.
  9. Document and report information required for analysis, research, learning and M&E of different projects.
  10. Communicate lessons learned and success stories during project implementation to internal stakeholders and partner organizations.

Proposal Development

  1. Conduct prospect research on new opportunities that align with IJM’s mission.
  2. Research, outline, write, and edit content, working closely with various departments to understand project requirements.
  3. Maintain proficient knowledge of the organization’s history and programs.
  4. Gather information from subject-matter experts and develop, organize, and write narrative proposals or grant applications in collaboration with Program Manager and Regional/Global staff.


Education & Experience:

  1. Minimum eight (8) years’ experience conducting criminal investigations with the Romanian Police, preferably in the Combatting Organized Crime Directorate
  2. Minimum three (3) years’ experience supervising Romanian Police criminal investigations, preferably in the Combatting Organized Crime Directorate
  3. Experience investigating and successfully resolving human trafficking offenses that led to the criminal convictions of the offender(s) is preferred.
  4. Unblemished history of documented superior police service.
  5. Recognized, respected, and highly regarded by Romanian Police leadership.
  6. Spoken and written fluency in Romanian and English required.
  7. Fluency in other European languages is a plus.
  8. Prior experience training law enforcement audiences
  9. Effective public speaker
  10. Valid Romanian driver’s license
  11. Experienced computer-user proficient in Microsoft Word, Outlook, PowerPoint and Excel
  12. Degree in international development, project management, human rights, public policy, public administration, or related field preferred (or additional experience).
  13. At least 3 years’ experience in successful project and program management of complex development programs, including grant acquisition and management.
  14. Experience as an effective technical writer.
  15. Experience working effectively cross-culturally and across multiple time zones.
  16. Knowledge of standards relating to program design, monitoring, and evaluation.
  17. Demonstrated success in working on projects and budgets.
  18. Experience managing partnerships and subgrants (preferred).

  3. Proven ability to quickly learn and understand complex subject matter.
  4. Proficiency with Microsoft Office.
  5. Superb written and verbal communication skills in English and Romanian, with a keen eye for detail. Spanish or French also preferred.
  6. Ability to use tools for monitoring and evaluation and data analysis.
  7. Organized and able to work in a dynamic environment.
  8. Ability to handle multiple projects simultaneously.
  9. Ability to work under pressure and strict deadlines.

Requirements:

  2. Ability to travel within Romania and Europe as required, approximately 1/3 of the time
  3. Right to work in Romania


Preference:

  1. Driver’s license for Romania and/or international (preferred).

This position is based in Bucharest and reports to Program Manager.

This position is based in Bucharest, Romania and is available to be hybrid (onsite Tuesdays, Thursdays and Fridays) and remote Monday and Wednesday.
