Who We Are

International Justice Mission (IJM) is the global leader in protecting vulnerable people from violence around the world.

International Justice Mission (IJM) has implemented a collaborative approach to combating violence against those vulnerable for the last 23 years in 20 field offices around the world, including Africa, Asia, Europe, North and South America, by collecting international best practices in tackling human trafficking. The capacity building model of criminal justice system transformation implemented by IJM includes individual support for survivors, support for government initiatives and jointly proposing policy changes to strengthen criminal justice systems (CJS) to respond effectively to human trafficking.

The Need

For 25 years, IJM has pioneered the work to protect vulnerable people from violence. 9 out of 9 times in the last decade, IJM’s Justice System Strengthening Projects have reduced slavery and violence between 50 and 85% for very large populations of people in poverty. As we grow to expand our impact to protect 500 million people from violence by 2030, we are seeking a Monitoring and Evaluation Officer.

Position Overview

Context & Job Brief

International Justice Mission launched its European Anti-Trafficking Program at the end of 2019 with the goal of supporting governments across Europe to end impunity for cross-border trafficking. By 2030 IJM seeks to strengthen cross-border collaboration among criminal justice system actors and to create a network of civil society partners across Europe that will ensure a continuum of care for victims and accountability for perpetrators, leading to a significant reduction in the prevalence of human trafficking across Europe.

IJM is seeking a Monitoring and Evaluation Officer to support the implementation of a robust Measurement, Evaluation, Research, and Learning (MERL) framework for the project in Romania, which is a part of the European Anti-Trafficking Program.

The position will work with field office (FO) Romania team to collect and organize data using provided templates and tools, in alignment with indicators, definitions, standardized tools, methods and guidelines for implementation and data quality assurance.

Roles and Responsibilities

Implementation of MERL plan

  • Assist in the implementation of the MERL plan, including the collection, verification, and management of data.
  • Support program staff and partners in collecting and organizing data using provided templates and software tools, in alignment with the MERL plan.
  • Conduct basic data cleaning and verification in collaboration with the MERL Lead.
  • Participate in field visits to monitor the quality and completeness of data sets and validate collected data.
  • Contribute to the preparation of donor reports by providing data and relevant inputs.
  • Maintain and update indicator tracking tools to monitor program progress.
  • Support the quality review of research study findings under the guidance of the MERL Lead.
  • Assist in disseminating research results to relevant stakeholders and contributing to program planning based on findings.
  • Support in collecting and consolidating data from program staff and partners to ensure timely submission of quarterly reports.
  • Generate reports on key findings, trends, and recommendations under the guidance of the MERL Lead.

Networking & Partnership

  • Support relationships with program teams, partner organizations, and stakeholders to enhance M&E practices.
  • Participate in coordination meetings and learning sessions related to M&E.
  • Contribute to documentation and dissemination of lessons learned and good practices.
  • Assist in packaging program information for use in donor reports and external communications.

Training and Development

  • Contribute to training on MERL and other topics, as needed to ensure alignment with standardized indicators.
  • Help maintain data integrity and consistency in multiple systems by program teams and partner NGOs.

Policies and Procedures

  1. Assist in developing and maintaining standardized processes, guidance, and tools for data collection and analysis.
  2. Provide input on data security, documentation, and management practices in line with organizational policies.
  3. Review M&E policies and contribute to ensure FO team alignment with organizational standards.

Education & Experience

  1. Bachelor's degree in international development, Evaluation, Social Sciences, Data Science, Statistics;
  2. Experience in Monitoring & Evaluation;
  3. Professional certificate in MERL is an advantage.

Technical Competencies

  1. Expertise in using indicators to track project outcomes and impact
  2. Expertise in data analysis tools and software, such as Excel, SPSS, Stata or NVivo
  3. Expertise in developing both quantitative and qualitative data collection tools
  4. Expertise in creating data visualizations (e.g., dashboards, data briefs, and presentations) using tools like PowerPoint, Tableau, or Power BI
  5. Expertise in preparing clear, concise, and impactful reports and presentations tailored to diverse audiences.

Requirements

  • Full-time
  • Ability to travel within Romania 30% of the time.

Supervisory

This position reports directly to MERL Lead.

This position is based in Bucharest, Romania and is available to be hybrid (onsite Tuesdays, Thursdays and Fridays) and remote Monday and Wednesday.

This position requires the right to work in Romania.
