Who We Are

International Justice Mission (IJM) is the global leader in protecting vulnerable people from violence around the world.

International Justice Mission (IJM) has implemented a collaborative approach to combating violence against those vulnerable for the last 25 years in 44 offices and 28 countries around the world, including Africa, Asia, Europe, North and South America, collecting international best practices in tackling human trafficking. The capacity building model of criminal justice system transformation implemented by IJM includes individual support for survivors, support for government initiatives and jointly proposing policy changes to strengthen Criminal Justice Systems (CJS) to respond effectively to human trafficking.


The Need

For 25 years, IJM has pioneered the work to protect vulnerable people from violence. 9 out of 9 times in the last decade, IJM’s Justice System Strengthening Projects have reduced slavery and violence between 50 and 85% for very large populations of people in poverty. As we grow to expand our impact to protect 500 million people from violence by 2030, we are seeking a Human Resources Manager.


Job Description:

The Human Resources Manager for European Anti-Trafficking Program (EATP) will be responsible for the development and execution of the People Support strategy for the portfolio of EATP. The portfolio of EATP will include following IJM’s offices: Romania, Poland, Bulgaria, Hungary, France, Italy, Spain and other European Countries.


Assignment

A. The Human Resources Manager will work in close collaboration with the Director of Operations to support and provide efficient people support services and ensure regulatory compliance for the operations of the IJM’ offices of European Anti-Trafficking Program -EATP (Romania, Poland, Bulgaria, Hungary, Italy, Spain, France).

B. This position also placed a central role in People Support being responsible in leading and managing Human Resources, Spiritual Formation, Staff Care, Interns and Fellows and Orientation processes for EATP staff.


Key Result Areas:

The success of this role is measured by the following KRAs:

  • Develop and implement People Operations strategies and timely initiatives aligned with the overall organization vision and program goals resulting in high performance culture and increased employee engagement.
  • Oversee the planning and execution of talent acquisition, performance management, rewards & recognition, and training and development to ensure quality hiring and equipped staff for meeting program goals in a timely manner.
  • Build strong and professional relationships with all employees, interns, and fellows; proactively enhance employee staff care program to build employee resilience and ensure well-being resulting in excellent increased employee satisfaction.
  • Ensure ability to motivate, attract, retain, develop and manage highly engaged and committed employees.


Roles and Responsibilities:

Leadership and Management:

  1. Procure and manage legal vendors to deliver labor, health, safety and security policies compliance and ensure timely and compliant filings.
  2. Perform HR management functions including recruiting, on-boarding, employee engagement, compliance, performance management, professional development, benefits, transition (off boarding), etc.
  3. Manage the staff care program to encourage emotional and professional health of staff members.
  4. Lead and manage Interns & Fellows program.

Policies, Procedures and Regulatory Compliance:

  1. Advise and ensure labor and workplace statutory requirements are met.
  2. Ensure compliance for all regulatory reporting and GDPR compliant data management.
  3. Assist in drafting policies and procedures.
  4. Develop, recommend, draft, and streamline other policies and procedures including HR best practices, employee manual, retirement plan policy, service anniversary reward policy, etc. on a regular basis.
  5. Regularly evaluate HR practices and programs and develop processes accordingly.

Networking & Partnership:

  1. Maintain professional relationship with all external vendors and partners including the government ministries (Ministry of Labor and Social Solidarity, Ministry of Health).
  2. Maintain strong networks and relationships with other NGO partners through HR Forums, groups of Christian Leaders and HR professionals for HR leaders, etc. in order to enhance partnerships in alignment to IJM’s objectives.

Training and Development:

  1. Conduct trainings for staff members to increase compliance with Human Resources policies.
  2. Identifying staff for the training and encouraging individual development plans.
  3. Participate in IJM training and development programs.

Communication:

  1. Provide routine updates for staff on news and changes through the appropriate internal and external channels.
  2. Keep staff informed about relevant IJM policies, strategic direction, and specific decisions impacting their work.
  3. Ensure effective communication between IJM Romania, regional HR and Global People Support team on all HR aspects and practices.

Strategy & Knowledge Development & Implementation:

  1. Plan resource requirement, strategy for hiring of staff (contract and full time) and interns and volunteers.
  2. Plan recruitment drives/ interviews and ensure timely closure of the positions.
  3. Develop and implement sound induction and on-boarding programs for new staff and ensure their alignment to the organization vision, mission and program goals.
  4. Implement and comply with the internal regulations and conduct compliance audits to ensure that the high reputation as a compliant employer.
  5. Develop and monitor overall People Operations strategies, systems, tactics and procedures and ensure legal compliance to nurture a positive working environment.
  6. Oversee employee recognition program and develop creative ways to encourage and motivate employees.
  7. Analyze staff working pattern regularly and provide recommendations to the leadership.
  8. Direct and advise other folks to identify training resources for employees.

Reporting & Data Management:

  1. Provide periodic reports as needed to the Director of Operations and to the Director, European Anti-Trafficking Program.
  2. Ensure that all employees, interns, and fellows filing, and documentation are maintained in an accurate, up to date and confidential manner.
  3. Maintain and review employee agreements, contracts, insurance coverage documentation.
  4. Together with the Director of Operations and Administration, develop surveys, monitor and analyze response and develop action plans accordingly.
  5. Work with various ministries related to visa application, visa extension, and work permit for all expatriate staff.
  6. Handle and maintain MOU renewals with ministries involved and other international NGOs.

Supervisory:

The Human resources Manager reports directly to the Director of Operations and Administration.


Education & Experience:

  1. Master’s degree in human resources, or a related field.
  2. A minimum of 7 years’ experience in a HR position.
  3. At least 5 years’ experience in supervisory role and managing teams.
  4. Fluent in written and spoken English and Romanian.
  5. High level of proficiency in Microsoft Office.

This position is based in Bucharest, Romania and is available to be hybrid (onsite Tuesdays, Thursdays and Fridays) and remote Monday and Wednesday.
