The Need

For over 25 years, IJM has pioneered the work to protect vulnerable people from violence. 9 out of 9 times in the last decade, IJM’s Justice System Strengthening Projects have reduced slavery and violence between 50 and 85% for very large populations of people in poverty. As we grow to expand our impact to protect 500 million people from violence, we are seeking a Coordinator, Local Survivor Network (LSN) & Community Engagement, Cambodia to be responsible for planning and developing dynamic partnerships to enhance the effectiveness and expand the scope of IJM Cambodia’s project impact. This position will envision, develop, and execute IJM Cambodia’s strategy to mobilize, connect, and equip community-based groups, stakeholders and survivor networks. These actors will serve as agents of change to identify labor trafficking in their communities and refer cases; support survivors of trafficking who return home; grow provincial movements and inspire community groups to raise their voices to end labor trafficking in their communities.

This position is based in Phnom Penh, Cambodia, and reports to the Head, Community & Government Engagement, and is only available for candidates with the right to work in Cambodia.


Responsibilities:

Leadership

  • Responsible for communicating and driving community engagement, mobilization, and survivor voice vision and strategies in alignment with overall Community and Government Engagement strategies. Contributes to new partner initiatives and processes to enhance and expand the scale of IJM’s program in Cambodia.

Strategy & Knowledge Development & Implementation:

  • Responsible for developing strategies that lead to community-based groups, stakeholders, and survivor voice stakeholders engaging with IJM and IJM’s clients to amplify the program impact and accelerate the achievement of goals;
  • Develop strategies to target key local community-based groups, stakeholders, and local survivor networks to enhance IJM Cambodia’s casework, Community and Government Engagement and Justice System strengthening efforts. Specifically:
    • Community members understand how to identify trafficking and refer cases;
    • Returning survivors have a web of support in their communities;
    • Vulnerable populations experience greater connectedness with police and other government departments and increased trust in the public justice system;
    • IJM’s partners gain access to our community-based group and stakeholder networks, and vice versa.
  • Equip these community-based groups and stakeholders and survivor agents of change with the ability to drive system reform through targeted advocacy efforts, messaging, etc.

Networking & Partnership

  • Responsible to map, develop and maintain relations, alliances and coalitions within and outside the organization with key relevant partners for active engagement and enhancement of IJM’s programs;
  • Leverage existing networks and relationships to provide concrete casework and advocacy gains for IJM’s anti-trafficking work;
  • Represent IJM at conferences, workshops and other forums, growing the network of leaders and influencers who are supportive of and excited by IJM’s work in Cambodia;
  • Develop and maintain relationships with local community-based groups, stakeholders, and survivors – leveraging those relationships to support and advance any and all of IJM Cambodia’s goals.

Training and Development

  • Lead the development of tools, curricula and other content to equip community and survivor groups with tools and knowledge to support why and how they can combat labor trafficking in their communities and deliver training in strategic locations to strategic audiences, ensuring the impact of training are measured and assessed;
  • Work closely with the Lead, Community and Church Mobilization, and Senior Coordinator, Government Engagement, to initiate relevant projects that mobilize and empower community actors and promote the IJM Theory of Change in community events.

Events and Logistics

  • Organize and host strategic events to promote meaningful dialogue and conversations around IJM’s theory of change with stakeholders;
  • Lead community and survivor voice engagement events strategically and effectively.


Qualifications:

Education & Experience

  • Graduate degree in humanities, social work, law, human rights, international development or related field, or equivalent work experience;
  • At least 3 years’ experience engaging diverse community groups and/or local church/survivor networks to drive project impact;
  • Experience addressing trafficking in persons in Cambodia is strongly preferred;
  • Experience working alongside complementary NGOs to deliver program objectives;
  • Project management experience and capacity-building experience are desirable.

Technical Competencies

  • skills, able to obtain concrete outcomes from network connections;
  • Skills in community/grass-roots capacity building and engagement;
  • Great interpersonal skills with the ability to work well as part of a team;
  • Project management;
  • Proficiency in project data management – familiarity with case management and tracking systems and databases;
  • Knowledge of international trafficking instruments and understanding of labor trafficking laws and their practical application;
  • Strong public speaking and written communication skills;
  • Skilled in English speaking, reading and writing, and fluency in Khmer preferred.
