The Need
For over 25 years, IJM has pioneered the work to protect vulnerable people from violence. 9 out of 9 times in the last decade, IJM’s Justice System Strengthening Projects have reduced slavery and violence between 50 and 85% for very large populations of people in poverty. As we grow to expand our impact to protect 500 million people from violence, we are seeking a Coordinator to oversee the Data and Research output of its National Prosecution Development program. The Coordinator will be responsible for prosecution data analysis and research, with these objectives: 1) fortify the evidence base necessary to develop and support child-protective prosecution principles, practices, and results; (2) strengthen the evidence base for prosecution as essential to ending Online Sexual Exploitation of Children (OSEC) within the Philippines; (3) increase knowledge products helpful to global accountability for OSEC. This position directly contributes to the accomplishment of IJM’s Prosecution Development Outcomes (strong, independent child-protective prosecutions that will help end Online Sexual Exploitation of Children) and supports overall program impact (prevalence reduction of Online Sexual Exploitation of Children).
This position is based in Manila, Philippines and reports to the Director, National Prosecution Development.
Responsibilities:
- Facilitate prosecution data analysis rhythms at appropriate intervals (Q1-4: quarterly program review, Q1: analysis of prior year), in collaboration with the Director, National Prosecution Development, Prosecution Development teams, and Monitoring, Evaluation, Research, and Learning (MERL) teams. Annual Prosecution Data Analysis will feature, at a minimum, the evaluation of key prosecution performance indicators (conviction count, quality of prosecution, quality of child protection, system performance, system strength), a gap analysis, case studies featuring both solutions as well as detected gaps, and recommendations. Quarterly program review will be conducted in accordance with IJM’s monitoring framework matrix;
- Produce research and knowledge products in line with the NPD Detailed Implementation Plan and related Research and Advocacy maps, as follows:
- Products authored by the Coordinator for internal use
- Products authored by the Coordinator and endorsed by the Director, NPD for external purposes (advocacy, knowledge management, thought leadership)
- Products co-authored with team members for external purposes (as above).
- Products co-authored and developed with other partners (i.e., DOJ IACAT, other government partners) as appropriate;
- Develop derivative content in collaboration with Branding and Communications to maximize impact of each research and knowledge product;
- Support the Department’s key wins determined annually, as is most appropriate in the function of the role;
- Finalize monthly, quarterly, and year-end reports;
- As appropriate, deliver shared objectives with the IJM Center to End Online Sexual Exploitation of Children;
- Support Senior Lead for Advocacy in relation to advocacy efforts and activities including logistical support and reporting duties.
Requirements:
- Two years of experience in a related field (prosecution support, law enforcement support, survivor aftercare, research, statistics, social sciences, are considered related fields);
- Strong research fundamentals. This may be shown through an existing and published Thesis with a clear methodology and demonstrated success, and other published work, or demonstrated contributions to work published in peer-reviewed journals;
- Writing ability demonstrated in published material;
- Proficiency in Microsoft Office Suite;
- Adaptability indicated by relevant work experience; and
- Participation in IJM's community of spiritual formation.
