Who We Are

International Justice Mission (IJM) is the global leader in protecting vulnerable people from violence around the world.

International Justice Mission (IJM) has implemented a collaborative approach to combating violence against those vulnerable for the last 23 years in 20 field offices around the world, including Africa, Asia, Europe, North and South America, collecting international best practices in tackling human trafficking. The capacity building model of criminal justice system transformation implemented by IJM includes individual support for survivors, support for government initiatives and jointly proposing policy changes to strengthen criminal justice systems (CJS) to respond effectively to human trafficking.


The Need

For over 25 years, IJM has pioneered the work to protect vulnerable people from violence. 9 out of 9 times in the last decade, IJM’s Justice System Strengthening Projects have reduced slavery and violence between 50 and 85% for very large populations of people in poverty. As we grow to expand our impact to protect 500 million people from violence, we are seeking a Consultant, Trafficking in Persons Expert.


Job Description:

The Consultant, Trafficking in Persons Expert in Bulgaria will be responsible for counseling / advising on how to maximize and impact of a vast range of project activities. The Consultant will work closely with the Project Manager and IJM’s partners to identify the best avenues for project implementation. The Consultant will advise on the most relevant duty bearers and develop strategies to engage them.

The Consultant will equip multi-disciplinary teams to deliver strategies that ensure justice system actors and social service providers empower trafficking survivors toward empowerment and sufficiency. The Consultant will advise on quality products, standards and training/ material and curricula for IJM and project partners, including civil society and government actors.


Key Result Areas:

  1. Provide regular input, critical analysis, and feedback to the Director of the European Anti-trafficking Program, the Hub Program Manager and Project manager on strategic and tactical considerations covering all aspects of project implementation.
  2. Work with field office, regional leaders and subgrantees to develop and review appropriate implementation strategies.
  3. Document and report information required for program analysis, research, learning and M&E.
  4. Communicate lessons learned and success stories during grant implementation to internal stakeholders and partner organizations in a victim sensitive manner.
  5. Equip the Project Manager to effectively manage relationships and assist with guiding field teams to meet the requests of the donor in a timely manner.


Roles and Responsibilities:

Policies & Procedures:

  1. Advise on best practices and policies that could be applied to relevant Anti-Trafficking Actors to combat trafficking in persons.
  2. Serve as a reliable partner to government agencies to develop and implement policies and practices in line with EU regulations and international best practice for the protection of victims and pursuit of perpetrators of trafficking in persons.

Networking & Partnership:

  1. Establish and nurture cooperative relationships with professionals, organizations, and coalitions representatives in anti-trafficking space in Bulgaria.

Communication:

  1. Act as a liaison between all relevant local and international organizations in Bulgaria who are working to eradicate TIP and Bulgarian program NGO subgrantees to ensure a proper communication and understating between involved parties.

Training and Development:

  1. Advise on which are the relevant institutions empowered to respond and how they are interacted to ensure cooperation and efficiency.
  2. Advise on which are the needs of the Bulgarian Justice System and identify strategies to address those areas .
  3. In collaboration with IJM teams and project partners, develop training resources and curricula for project partners and service providers.

Research, Program Management, and M&E:

  1. In collaboration with the M&E team, support the data collection and analysis of standardized indicators in the project.

Supervisory:

  1. The Consultant Trafficking in Person Expert reports directly to Project Manager.


Education & Experience:

  1. Advanced degree in social work, international development, law, law enforcement or equivalent combination of bachelor’s degree and relevant work experience.
  2. Minimum of 6 years of relevant work experience.
  3. Minimum of five (5) years of experience leading the development and implementation of successful social service programs and capacity building projects with excellent outcomes or related programs to public justice systems.
  4. Experience in programs that serve survivors of abuse, trafficking, or other traumatic experiences required.
  5. Human trafficking expert in Bulgarian context, including in-depth knowledge of the phenomenon in the EU.
  6. Fluency in oral and written communication of English and Bulgarian required; fluency or working proficiency of Romanian desired.
  7. Significant networking and advocacy experience required.
