Financial Manager - Cebu, Philippines
The Need
International Justice Mission (IJM) is seeking an experienced Filipino accountant to serve as Finance Manager. The qualified candidate will assist the Field Office Director in providing financial support to the IJM staff in Cebu.
Responsibilities
Financial Management Responsibilties
- Direct all accounting and financial functions of the IJM, including financial services, financial reporting, financial planning/budgeting, and internal controls including:
- Ensuring availability of funds to support continuous FO operations;
- Ensuring accurate and timely updating of accounting books and submission of financial reports to HQ, the Philippine Government, and other funding agencies, if applicable;
- Participating in the financial planning for the FO and ensuring proper accountability for approved budget.
- Consistently enforcing internal control procedures
- Performing internal audit procedures on a need basis, including conducting surprise cash count on petty cash or physical inventory on assets
- Organizing annual audit with an external auditor and following through on audit exceptions, if any
- Encouraging good stewardship and cost effectiveness among all staff at all times. - Continuously review finance policies, systems, and procedures to ensure compliance with IJM Headquarters and Philippine Setting general accounting and internal controls requirements. This includes:
- Continuously update/enhance finance policies/procedures in keeping with changes in HQ or the Philippine government standards
- Recommend/draft policies/procedures for finance activities not covered by existing finance manuals. - Ensure effective communication and enforcement of finance policies and procedures to all FO staff, including:
- Conducting finance orientation to new staff or finance training on new policies/procedures
- Making reminders/clarifications to all staff on policies that are not being consistently observed or not clearly understood
- Individually coaching/mentoring/encouraging staff who feel challenged in observing specific policies/procedures
- Participating in investigating and enforcing disciplinary action on fraud cases - Act as the FO's liaison with government regulatory agencies, banks and other financial institutions and ensure compliance with registration and reportorial requirements. This includes:
- Ensuring timely renewal of business registration and other related permits
- Ensuring timely submission of reports to the BIR, SSS, PHIC, and HDMF
- Ensuring compliance with accreditation reporting requirements with DSWD
Financial Management Responsibilties
- Directly supervise the Bookkeeper and Cashier, including but not limited to:
- Providing regular constructive feedback and guidance to Finance team members with respect to the performance of their work.
- Drafting written performance evaluations of Finance team members at least twice a year and discussing the same with the concerned staff together with the DOAF.
- Recommending disciplinary actions for cases of misconduct involving Finance Staff, where necessary. - Ensure unity among Finance team members in pursuing the mission of IJM and in building relationships with all IJM staff that contribute to a healthy Christian work environment.
- Participate as alternate team leader during joint operations with law enforcement; and
- Perform other related duties as required and necessary.
Required Skills and Experience
- Bachelor’s degree in Accountancy from an accredited university, with CPA license;
- At least three years progressively responsible experience in finance management;
- Strong knowledge of Philippine Setting requirements for financial reporting;
- Excellent leadership and teambuilding skills;
- Fluency in oral and written communication in English, Cebuano, and Filipino;
- Expertise in Windows and MS Office applications; and
- Experience with financial software required; experience with QuickBooks preferred.
