Director of Finance and Administration

The Need

International Justice Mission (IJM) is seeking an excellent and qualified candidate to serve as the Director of Finance and Administration (F&A).  As IJM Guatemala anticipates unprecedented growth in areas of financial and human resources, the Director of F&A will be in charge of making sure there is a solid structure to support this growth.  They will manage and ensure that the office is following the appropriate financial strategies to steward and manage resources in an excellent manner, and will make sure that that IJM’s finances comply with  GAAP as well as with Guatemalan Law and the IJM Finance manual.  In addition, he or she will also be responsible for successfully managing IJM’s human resources including taking initiative with staff recruitment, the development and implementation of training programs for employees, staff care, and oversight of the performance evaluation and employee benefit programs.  This position is based in Guatemala City, Guatemala and reports to the Field Office Director, Guatemala.

 Responsibilities

 Finance

  • Review all checks and transfer-supporting documents before entering them into the BI Banking system for authorization;
  • Review payroll calculation and deductions including IGSS, ISR or others from employees’ salaries twice a month, as well as “Bono 14” and “Aguinaldo” as established by Guatemalan law;
  • Review the monthly financial statements to ensure compliance with Finance Manual and GAAP;
  • Maintain documentation of accounting entries required by local regulations which are added to IJM’s accounting records in a separate ledger and reconcile changes between records monthly;
  • Review the monthly financial packet documents to ensure they comply with IJM’s Finance Manual;
  • Complete the cash count at the end of the month to make sure that it matches the cash log and QuickBooks ledger;
  • Review the assets inventory and perform the physical inventory once a year communicating differences to HQ’s staff accountant;
  • Facilitate audits and implement auditor suggestions; perform follow up testing to assure compliance with new requirements;
  • Prepare the annual budget and keep track of monthly budget performance to ensure resources are being used efficiently;
  • Bring a finance perspective to planning processes and strategic planning;
  • Prepare analyses in anticipation of finance decisions to include review of the actual to budget report monthly, providing analysis and suggested actions; and
  • Provide leadership and supervision to the accountant and accounting staff to include training on HQ communications regarding errors.

 Administrative

  • Oversee the purchase of new goods or the renewal of goods, services, supplies or local contracts according to the office needs and negotiate the best options and prices with vendors;
  • Keep control of the ledger tracking vehicle use and make sure vehicles are working properly and ensure proper use of IJM vehicles;
  • Keep a maintenance control log of all office equipment including, car, computers, photocopier, phones, etc.;
  • Ensure that the office complies with HQ reports and training;
  • Ensure that registrations are maintained and up to date; and
  • Supervise and coordinate the work of the groundskeeper.

 Human Resources

  • Oversee the recruitment process to fill open positions, including defining the scope and responsibilities for new positions; managing job postings, initial CV screening, and background checks; and conducting the initial job Interview. Conduct orientation for new employees and provide them with necessary resources;
  • Develop and implement a training program for employees and provide follow-up;
  • Facilitate staff care initiatives and foster an environment in which employees can share personal and professional experiences that strengthen their working relationships;
  • Manage employee health insurance program,  serving as point of contact for vendor and employees;
  • Maintain personnel files according to HQ requirements and Guatemalan law;
  • Oversee the performance evaluation program based on recognition and improvement;
  • Review all timesheets to ensure that they comply with timesheet policies and that allocations are accurately recorded in QuickBooks;
  • Ensure that all EIF’s are maintained and agree to salary payments and entries recorded in QuickBooks; and
  • Ensure that all employment contracts are submitted to and authorized by the Labor Ministry’s General Labor Inspectorate.

Required Skills and Experience

  • Fluency in English and Spanish (oral and written);
  • Degree in Business Administration or equivalent;
  • At least five years of combined experience in administration, management and/or accounting experience;
  • Thorough understanding of GAAP, such as debits and credits, cash versus accrual accounting and financial statement preparation;
  • Experience with accounting software; and
  • Proficiency with Microsoft Word, Excel and Outlook (or equivalent).

  • Displays leadership aptitude when training, mentoring and caring for other employees; and
  • Strong organizational skills, a desire for excellence and positive attitude.
