Assistant Director of Investigations - Cebu, Philippines

The Need

International Justice Mission is seeking an experienced Assistant Director of Investigations to serve in the IJM Cebu Field Office. The Assistant Director of Investigations will be responsible for conducting and monitoring sex trafficking investigations and securing reliable, timely, and actionable information about victims, perpetrators, and establishments involved in sex trafficking within the Metro Cebu area. The Assistant Director of Investigations will report to the Director of Investigations.

Responsibilities

Leadership:

  • Serve as a member of executive leadership team.
  • Develop and implement context-specific investigative goals, objectives, strategies, and tactics in close coordination with the Director of Investigations;
  • Enforce all IJM investigative policies and procedures;
  • Recruit, train, mentor, and supervise a team of IJM Investigators; and
  • Act as OIC in the absence of the Director of Investigations.

Management:

  • In consultation with the legal team, manage daily investigative activities and operations, ensuring that objectives and outputs are achieved;
  • Develop and manage a full-time investigations team that collects information from informants, directs operatives, gathers and analyzes evidence, and prepares accurate and convincing intervention requests for submission to the police for proper action;
  • Develop and manage a network of informants and operatives who provide reliable, timely, and actionable information regarding cases of sex trafficking;
  • Ensure that IJM investigation team members have clearly defined job descriptions and performance objectives, that performance is monitored, and that appropriate job performance feedback is regularly provided;
  • Ensure that IJM and its agents comply with all IJM, government, and donor requirements;
  • Monitor law enforcement action on IJM initiated cases;
  • Ensure that thorough written reports of all investigation activities are provided in a timely manner;
  • Maintain detailed records;
  • Serve, if necessary, as a witness to the crimes committed;
  • Maintain strict confidentiality regarding the identity of all investigative staff;
  • Ensure the security of all investigative, legal, and aftercare operations, reporting to the Director of Investigations on all security matters as they develop; and
  • Maintain continual communication with supervisor regarding the status of operations and challenges faced.

Program:

  • Develop a thorough working knowledge of relevant laws and criminal procedures regarding investigations, arrests, and charging of perpetrators;
  • Develop and continually assess best investigation practices in light of the IJM Investigations Training Manual and other relevant materials;
  • Draft and implement detailed raid and rescue operation plans; and
  • Advise the aftercare team as to proper protection of victims and witnesses.

Relationships:

  • Develop and maintain strong relationships with the other departments within the IJM Cebu Field Office; and
  • Participate in hosting visits by IJM guests, teams, interns, and volunteers.

Miscellaneous:

  • Carry out additional assignments as directed by the Director of Investigations; and
  • Maintain confidentiality of privileged and sensitive information.

Required Skills and Experience

  • Fluency in oral and written communication in English and Cebuano;
  • Minimum of 5 years experience in criminal investigation with a public law enforcement agency, international human rights agency, public international agency, private investigative or security firm, or military or national security agency;
  • Minimum of three years successful management/team building experience;
  • Experience establishing, developing and training operative networks;
  • Proven ability to work undercover or supervise undercover operations;
  • Willingness to work under potentially hazardous conditions;
  • Demonstrated interest in human rights and social justice;
  • Computer literate;
  • No criminal record; and
  • Licensed and able to drive a four-wheeled motor vehicle.
